What Is a New Home Handover Inspection?
A new home handover inspection, also called a practical completion inspection (PCI), is an independent check of your new home before you make the final payment and take the keys. It is the final stage of a new home stage inspection program. Our inspector records defects and incomplete work so you can ask the builder to fix them. You receive the written report the same day.
Completed in accordance with Australian Standard 4349.1, our experienced building inspectors assess all the accessible building components, describe their condition, and explain the defects and incomplete items that should be addressed before handover.
Handover Inspection / Practical Completion
Before the builder can claim the final payment, all contracted work must be complete and in line with the plans, specifications and legal requirements, and the home must be reasonably fit to live in. The builder must also give you the test and warranty certificates, including the final certificate.
At practical completion, a defects document is prepared. It lists the minor defects and omissions agreed by you and the builder, when the builder will fix them, and any items that only you believe are defects. Both parties sign it.
The builder must fix non-structural defects reported within 12 months of completion. Report defects in writing, signed and dated, and keep copies of all correspondence. Structural defects should be fixed before practical completion.
A home is ready for a handover inspection when the electrical and plumbing fixtures, tiling, fittings, insulation, painting, appliances, floor coverings, external concrete, landscaping and other contracted items are complete and working.
